Asylum Seekers Jump from One Country to Another

The Dutch Immigration and Naturalization Service (IND) last year identified twice as many asylum seekers who were seeking asylum in two or more asylum countries. In 2016, more than 10,000 were identified as opposed to 4,800 in 2015. Yet the Service does not catch them due to the fact that before they can be caught they have already moved to another country.
